The recovery from the recession 10 years ago has been patchy. Trade tensions have been rising. Reform of the financial system has been incomplete. In these times, finance has gained influence, rising inequality is a concern, and uncertainty remains about economies’ vulnerability to another global crisis. The global tax system has been a crucial cog in this financial system machine, which has fueled tax competition between countries in a harmful race to the bottom, and allowed 10% of global GDP to be held in tax havens. The offshore secrecy system has created the opacity that has undermined corporate and financial regulation.
No radical changes have been made to significantly improve the global tax system since the financial crisis, improve domestic resource mobilization and transparency. Retaining and taxing resources could contribute towards reducing income inequality, strengthening human rights, and boosting the implementation of the SDGs. Looking back on the past ten years and forward to the next ten, new ideas are needed to help redress the world financial system’s imbalances of power. The global economy needs stability so that the needs of the 99% can be met.
To mark this moment, the Independent Commission for the Reform of International Corporate Taxation (ICRICT), proposes to hold a public meeting in New York on 4 September in order to call attention to the need for action.
