The Independent Commission for the Reform of International Corporate Taxation (ICRICT) is pleased to announce Martín Guzmán as a new Commissioner.

Martín Guzmán, from Argentina, is a leading economist specializing in the fields of public debt, international macroeconomics, and monetary economics. He served as Minister of the Economy of Argentina between December 2019 and July 2022.

As head of the ministry of the Economy, he was a strong advocate for the interests of emerging and developing countries during the OECD/G20 Inclusive Framework negotiations to reform the international tax system that led to the global agreement in October 2021. As the Commission continues its strategic expansion, Martín Guzmán will bring his unique expertise to help the Commission meet its goals.

Martín Guzmán said:

“A real and effective response to the multiple crises the world is facing requires the introduction of progressive and courageous tax measures. We still have a dysfunctional global tax system that allows multinational corporations and the richest to legally avoid paying, weakening states and increasing inequalities and instabilities. Enough is enough. There are no more excuses to continue tolerating tax avoidance and evasion by multinationals and the richest in our society and I look forward to helping the work of ICRICT to advance progressive taxation policies to ensure that those with the broadest shoulders contribute their fair share in order to redistribute, finance inclusive quality public services and counteract unacceptable levels of hunger, extreme poverty, and inequality.”

Martín Guzmán’s short Biography.

Martín Maximiliano Guzmán was born in La Plata, Buenos Aires Province, on October 12, 1982. He served as Minister of the Economy of the Republic of Argentina (December 2019- July 2022).

He graduated as a Doctor of Economics (PhD. In Economics) from Brown University, United States (2013). Prior to his doctoral studies, he received a bachelor’s degree in Economics (2005) and a master’s degree in Economics (2007) from the National University of La Plata, Argentina.

He is a William S. Beinecke Visiting Professor of Public Policy in the Faculty of International and Public Affairs of Columbia University, where he teaches Sovereign Debt and Power Dynamics, and a Research Scholar at the Columbia University School of Business. He is also a Professor of Money, Credit, and Banking at the National University of La Plata, Argentina. He is the co-President of the Initiative for Policy Dialogue (IPD), an academic center at Columbia University Business School established in 2000 by Nobel Laureate Joseph E. Stiglitz, which works to broaden dialogue and explore trade-offs in development policy by bringing the best ideas in development to policymakers facing globalization’s complex challenges and opportunities, and that strives to contribute to a more equitably governed world by democratizing the production and use of knowledge. At IPD, he is also the Director of the Sovereign Debt Restructuring Program. He is also a member of the Pontifical Academy of Social Sciences.
