Com presença de nomes como o prêmio Nobel de Economia Joseph Stiglitz, Columbia University, copresidente da ICRICT, e a economista Jayati Ghosh, da universidade Massachussets, também copresidente da ICRICT.
Trois experts de l’ICRICT, de passage à Paris, se proposent d’expliquer pourquoi l’Amérique latine a une chance inédite de s’attaquer aux inégalités records en mettant en place des réformes fiscales progressives, notamment pour que les multinationales les plus rentables et les plus riches payent leur juste part d’impôts.

Latin America and the world are experiencing multiple crises. The battle against the global pandemic, and the war in Ukraine, have left the world on the threshold of recession, with skyrocketing poverty and inequality, a cost-of-living crisis, and high debt levels. At the same time, most countries need to face urgently the exacerbated climate crisis, as it is clearly an existential issue. Faced with this situation, countries like Chile and Colombia have opted to propose progressive tax reforms that offer additional fiscal resources while reducing inequalities. These reforms could mark a new fiscal paradigm in the region. This is the topic of this high-level panel with the participation of the Minister of Finance of Colombia José Antonio Ocampo, the Undersecretary Ministry of Finance of Chile Claudia Sanhueza, thz Prize Nobel and ICRICT Co-Chair Joseph Stiglitz, Oxfam Executive Director Gabriela Bucher, and IMF Western Hemisphere Director Ilan Goldfjan.

A new book edited by ICRICT commissioner Léonce Ndikumana and James K. Boyce of the University of Massachusetts, Amherst, looks at the complex issues around capital flight from Africa. On the Trail of Capital Flight from Africa: The Takers and the Enablers investigates the dynamics of capital flight from Angola, Côte d'Ivoire and South Africa, countries that have witnessed large-scale illicit financial outflows in recent decades.

The panel , with the participation of icrict commissioner Léonce Ndikumana, will engage in a lively discussion on the importance of mining in Sub-Saharan Africa, the role of multinational enterprises (MNEs), and how mining needs to contribute to financing public spending and economic recovery. The panel will also examine new evidence from an IMF departmental paper on the extent of international profit shifting and tax avoidance by mining MNEs, the impact of tax competition to attract mining investments into Sub-Saharan Africa, and the policy responses that would best fit the region to respond to these challenges.

As the global economy has evolved over the past century, the need to reform the global tax rules has become necessary. Due to advancements in technology, businesses can now operate remotely without any physical presence in their country of operation which has brought about complications for tax revenue authorities, particularly in Africa and other developing countries. This panel will explore the current discussions on the reform of the global tax rules and look at their implications both within and among countries.

As we all know, the recovery from Covid-19 will require additional fiscal resources by not only the developed world but also the developing countries. What are some ways to harness such resources? Are there some just and equitable ways to address the fault lines in the global tax architecture, so that these resources can be better harnessed?
